90 Day Rule for CPL issue?

Does a modular 25 Hour IAA CPL student who recently passed the CPL skill test, also need to have 10 seperate solo hours PIC, before the IAA will issue a CPL within 90 days of submitting a application for a CPL to be issued?

For the IAA PPL it's 5 Hours within 90 days of submitting the application for a IAA PPL, but these 5 Hours can be dual or solo!

It seems for the CPL to be issued, you must have 10 "SOLO" PIC hours on top of the 25 dual hours you do during the CPL training (35 hours?)

Can anyone clarify if those 10 hours can actually be counted as part of the 25 hour as in dual time?

I've never heard of the 90 day rule for the issue of a licence. How many hours total time have you got and how many hours PIC total have you got?
