Laptop usage in-flight

Whats the official word on using a laptop with no network connection capabilities in flight?
I am aware of this circular:

The words 'should be banned' arent quite 'must be banned' :? Am I wrong?

Also, There seems to be some flexibility with equipment that meets certain requirements for interference (based on the second paragraph). How can I find these requirements for my aircraft type? (cant see anything in the flight manual)

I think this is a very old document? ?93.
Major airlines are introducing, at this moment, on their long haul fleet onboard WiFi networks/access for their First and Business/Club World customers so that they can access their email and the Internet during their flight.
