JFH,

Short answer is no!
No such hour requirement under JAR. What you have heard of is an FAA requirement under SFAR 73 of 20 hours in an R22 before solo.

I agree, the answer is no. Having said that some schools may have a school rule, where they have a 20hr min for solo circuits for example, so although you can go solo before 20 hours, you can't go solo in the circuit until hour 20. They say it cuts out competition between students/instructors.
