No this is as good a time of the year as any. Once you have an examiner lined. It's just a question of their availability coinciding with a good day. Look at today for example, perfect for a test, at least where I'm sitting. I did my 300 mile CPL cross country on a January day. It was a bit of race but I made it. A ppl test should be fine.
If you put it off you'll have to keep current anyway. The type of days you can fly on are usually good enough for tests too. So there's no point in delaying.
