Veering a bit off-topic again. Does a GAR form need to be filed if flying from EIWT to EIDL direct and crossing the Shannan and Scottish FIRS?

No, ctl, the GAR is only needed if you land in the UK.

If I go to France and dont actually land in England what minimum legalities do I do?

Just file a flight plan to a Customs airfield there. Some fields require PPR notice so check Delage or Nav 2000.com. No GAR's required when no UK involved.
