I do not agree, I believe this is the way forward! But only if properly introduced and with meaning! Last year the IAA were audited by icao and they were slammed for non interaction with ga, there were too many gaps within their system. The regulations as they stand are being flouted all the time. I completed a 9 hour flight,(in the rh seat) and was supposed to be off for 11 hours. Yes! Their distributor does have permission for them in Book, Memory Stick and ebook form.

You are 100% correct bumitch.

No serious aviator would believe the ELP is unnecessary.
The implementation (Costs, Availability,Etc.) however by different States remains questionable.

Then please explain why UK pilots still have to be assessed?? The ELP had to be introduced by ICAO because of non-comprehension by unclear speaking pilots. Watch "Air crash investigation" sometime and take note! The REAL question that you should be asking is.... Why is the IAA demanding payment when...
