For RAF you need to be resident for 5 years or so, applied for this before but they wouldn't even send me an application because I wasn't living there, unless you have something else sorted?? Pllus there's a chance of active service as opposed to fishery protection! Have heard of no cadetship scheme...

I've seen one army jumper up there that trains civies, he brought me on my first jump! uses his army jumping gear and all but I've not heard of them or seen them training officially at Clonbullogue. They do static line from the 172s and HALO etc. from the CASA, this can be done pretty much anywhere ...
