First things first though... study hard and get a good leaving certificate before thinking too much about becoming a pilot ... Have you an idea of what you are going to do after you obtain a ppl(g)? (if that's what you intend)
It looks like unless you own your own Gyro, options in Ireland are limited.

I've never had a problem sending in the IAA form to the CAA either. Your local flying club will know who can fill in that form for you, just present them your logbook showing your 12 hours in last 12 months, 6 PIC and one with an instructor etc. and you can send in the form yourself. Best do it earl...
